It generally good practice to turn the engine off then refuelling, it
saves a bit of fuel, it's a legal requirement to do so at filling
stations IIRC. Are you encountering a big risk of an explosion? No not
really I know people who have fuelled petrol engines for decades while
the engines are still running, without incident.

wasn't caused by "banned from forecourt use" calculator or mobile
phone, or by running engine but by static generating fabric and car
seat putting a charge on the woman, who then discharges on the pump
handle. On TV (or maybe higher res that I haven't found) you actually
see the flash between the hand to pump handle that ignites the vapour
coming from the tank filler.

Caravan full of trays of petrol, fabric and carpets sloshed with

However diesel isn't a uniform mix of hydrocarbons and contains lighter--
fractions that can evaporate at relatively low temperatures. Thus
there's always a layer of hydrocarbon + air over the top of the diesel
fuel in the tank. I don't worry about it. I doubt DogBoltar does. And I
don't think anyone should get worked up about it. Similarly I don't
think anyone should get hysterical about a cylinder of compressed
hydrogen.
Diesel/Kerosene can explode if you get the right ratio of fuel to air.
Look at the Air France Concorde. They were running on fuel that is very
similar to diesel.
