They may well be, but that doesn't always stop problems from
happening.

Not long after it opened, a heavy power transformer came to an
unexpected halt on the M1 southbound, at the railway overbridge
immediately north of junction 37. IIRC a spreader beam had been
accidentally left in place.

There used to be similar objects moving through stafford, with police cars,
outriders+its own helicoptor, same route every time to pass through town.

Didn't stop the council building a raised pedistrian island with barriers
in the middle of the road , cue quick call to man with angle grinder.
