I am so glad you agree. Then it follows that, typically, a bicycle
striking a person will cause far less damage than a car?

What people are making out is that some cars are driven badly, some bikes
are ridden badly. It just shows that you can't lump everyone together as a
"class" based on their mode of transport.

You can on a scale of destructiveness linked to frequency. Hence, due
to their greater impact force and numbers, cars are much more
dangerous than bicycles and therefore should be more legally
restricted than bicycles, which is partly true but needs much more
consideration.
