This was iniquitous because diesel cars cost more to buy, perform less
well, and need more servicing. Diesel car owners had factored this
into their cost of ownership, then the government moved the goalposts.

Hmmm, they cost more to buy,

They do.

often out-perform an equivalent petrol version

Not at the time the Chancellor upped the taxes (Inc company car tax)
on them because of "Particulates"

Until recently a turbine aspirated diesel came a poor second to the
equivalent non-turbo petrol engine of the same size. A replacement
turbo unit would be a potential big expense if/when it failed.

My latest diesel car (10 months old, conventionally aspirated
Pick-arso Xsara) is wonderful.

and servicing requirements are largely the same.

Servicing is still required more frequently, and I have it done even
more frequently still. I don't believe 12,500 miles between oil
changes is appropriate for a diesel. I think the manufacturers have
reduced the frequency so that fleet buyers see a reduced cost of
ownership, at the expense of longevity. It won't cause more breakdowns
in the first 3 or 4 years for the initial buyer (which is what counts
when it comes to getting new cars sold), but it might make an 8-9 year
old car a clattering wreck.
