Apart from the various motives already cited by other
respondents, it gives them a nice excuse for levying
various juicy new taxes on CO2 use (but not ring-fenced
in any way, of course, for CO2 reduction).

The major thing, of course, is it's a handy-dandy new
bogeyman that they can erect for public demonisation,
to divert scrutiny from other issues where they might
be held to account. If it were thought that global
warming (or cooling) were beyond our control, then there
would be no excuse for all the make-work (and make-taxes)
programmes being rolled out.
