They do cause congestion when they are parked nose to tail 24/7 on both
sides of a narrow road. I took some photos only yesterday of drivers
struggling to negotiate such a bottleneck.

That's to do with incompetence, not the parked cars. Had one today in a
Corsa who crawled through a gap I shot through in my lorry without any
hesitation.
