That is not what I meant. Obviously, in the case of air travel, the
lack of a fuel tax is a problem. Also, the tax on car emissions is not
nearly high enough. However, taxes can be used to discourage
anti-social instincts like mass hypermobility, road pricing being one
example.

Maybe just a flat tax on all carbon emissions? say £1/kg Co2?

Difficult to operate.

(other pollutants take a back seat in recent years, noone cares about
NO2 levels)

Or all the others including carcinogens like benzene. How convenient!
