It is indeed the official opening of the NTCC at Quinton. The government announcement is also rather bizarre. The NTCC is a DBFO project and the government paid bugger all towards its construction. Yes it pays the operating costs but the contract is drafted in such a way that to make a profit the operator (Serco) must meet performance targets for reduction of congestion.
IMO it's a good deal between goverment and the private sector, but I can't understand why the press releases highlight the cost of the project and fail to mention the clever deal that means the taxpayer didn't have to front up the money.
