But... but... but... that'd mean that there's no correlation between the
commission of offences and fatal crashes. Which would mean that the whole
"Safety Camera" strategy was built on soggy quicksand. Which would mean
that the government have lied to us. Which, SURELY, would NEVER happen...

How do you know that the "commission of offences" (whether as an
absolute figure or as a proportion of vehicle miles) has been rising
while the fatality figures have been falling?

These figures only tell us about the number of offences "dealt with by
police", which isn't the same thing at all.
