I'll bite.

BBC Manchester story about chap who's had both legs amputated having to
show his bus pass. Story subject is diabetic ex-bus driver, in
wheelchair.

Storm in a teacup if you ask me, though AIUI all wheelchair users can
use buses free in London. Don't know about Manchester though.

Story hinges on chap 'having to prove he's disabled' when this should be
obvious to all.

Indeed but I think that that concession only applies to people resident in Greater Manchester, so rather he was being asked to prove his eligibility to that.

Even in the case of London, though, I've only heard anecdotal evidence that wheelchair users can travel free of charge. When actually accompanying a user to London once I tried to find some written evidence of this "general concession" on the www and couldn't. Even a (very helpful and pleasant) inspector we encountered (who was more than happy to let the chap with me travel free) said he "thought" that that was the rule.
