BT Call Transfer

Am I the only one who seems to find it impossible to get Call Transfer
set up on a normal business line? This is the same service that BT
offer in the Featureline package, but for reasons best known to
themselves, will not provide it to a Non-Featureline PSTN.
Featureline is not suitable as it needs a 9 dialling to access an
"outside" line. Since these lines connect our PBX to the BT exchange,
and the PBX needs its own 9 to access a CO line, then putting this PBX
onto Featurelines would require dialling 9, 9, 01224 XXXXXX etc. Now,
I know what will happen then - We all get used to hitting 9 twice when
using the office phone system, then go home, and automatically hit 9,9
and before dialling the number, required hear - "Hello, Emergency -
Which Service Please?" Dont laugh, it could happen! I regularly hit
9 before dialing on my home phone, then get an NU tone as the number
dialled is nonsensical. However, I have always believed that dialling
99 on a PSTN line is enough to route you through to the Emergency
Operator.
BT cant seem to see past Featureline - But why would we want to
install and rent 6 exchange lines for the 6 extensions we use at the
moment? That would cost us £258.66 a quarter. Yet, with our PBX, we
only need 2 exchange lines, at a cost of just £86.22 a quarter.
£172.44 a quarter just so we dont need a PBX? I dont get it... We
bought this PBX 6 years ago at a cost of about £250. If we used the
Featureline option, it would have cost us over £4,000! No brainer!
Anyone managed to get Call Transfer on a common or garden PSTN line?
