This may be obvious, but not to me. I have a normal ISDN connection
in Spain, which has been occasionally dropping out; the line was
normally successfully reset by the next incoming call. The other
day, it dropped and couldn't be reset by dialling in. I powered down
the Telefonica box, and while I was waiting for it to settle down - no
power to it - an incoming call successfully passed through it to the
Euracom ISPBX. Since then, still with no power, it's worked
perfectly.
Can someone give me an idiot's explanation?
And please don't suggest I talk to Telefonica about it; they're
roughly where BT were in 1985 in terms of customer service.

Sounds like your ISPBX is providing S-Bus power. Worse it may well have
been arguing with the NTE! There were warnings about this with a PBX I
installed.
The other alternative is that the exchange is providing power. BT Highway
boxes hold up an analog port in the absence of local power.
