I asked a few days ago on uk.telecom.voip. Ideas were:

- get an LCR device and wipe the LCR table
(I've now got hold of an Orchid V4 Plus LCR, but can't seem to program
it do anything in response to pulse dial digits.)

- look out for an old London 16 PABX on EBay.

I'd be grateful for any other options, or for a link to an LCR device
that is known to work in this application.

Why not just get yourself a simple dtmf dialler. These were/are used
for answering m/cs when you call remotely. To use it, you place the
dialler over the mic (the bit you talk into - sorry) and dial the
number. This will send the correct tone down the line and hey presto.
\Forget PBXs and the likes. You could probably get one for a few quid.
