How do mobile BB providers get away with blatant lies?

Whilst having a look at mobile BB providers (see other post) I looked at The Vodafone offerings:

3gb per month for 2 years with dongle = 24 x £15 = £360

3gb per month for 2 years with 'free' laptop = 24 x £30 = £720

Clearly the laptop isn't free, it's £360 with payment spread over 2 years.

There are similar 'offers' from other suppliers as well.
