I bought a 6230i on PAYG from CPW just on a year back and
it came unlocked. Seems they were using the same generic
stock for everything and just bundling in the appropriate
sim. But I'm sure that's not true of every phone they
sell.
On what network..? As you probably know, Orange box their own stock with their own (useless) manuals, so theirs would definitely be locked.
Personally I'd buy from Dodgy Dave (no relation, I hope, Dave..!) at the local market before I'd go anywhere near CPW.
