Exactly. If a transaction you didn't authorise appears on your credit card statement
you take it up with the bank. They don't expect you to track down whoever charged it.
They will then require the retailer provides proof you authorised the transaction.

If Bob the Builder is doing some work on your house and you find he's built a new
shed which you didn't ask for, and he says "well this shed company phoned me and said
you wanted it", would you pay him for the shed and then take it up with the shed
company you've never heard of?

His grievance is with 3; as I said to Orange when I was in the same
position "if you want to let cowboy scammers abuse your network, fine,
but don't invoice me for the privilege"

This is the common ploy network operators use........."oh, you'll have
to get in touch with the shortcode operator, nothing to do with us".

Did Orange refund you?

Yes together with a one-off goodwill gesture of £20 - it probably
helped that (a) they were unable to provide me with proof that I had
actually requested the "services" ("there is nothing on your bill to
indicate that an outgoing message has been sent to initiate the
services") and (b) I *do* work for a national newspaper (which I made
them aware of, several times)
