Newbie questions re:ISP connection and contract in France

Is it fairly easy to use a mobile as a modem for connecting to an ISP? From
what I've been able to find out, it looks as though all I need is a suitable
data cable and suitable drivers, and my PC would be able to effectively use
the mobile as a modem for connecting to (for example) PAYG ISPs on land line
numbers. The phone I'd be likely to use for this purpose is a Siemens
(probably an A62) - is this possible? I understand that the connection speed
is likely to be slow (14400 or thereabouts), but is it fairly easy to set
up?
The reason for asking is that I'll shortly be moving to France and will
likely be without a land line for some time, but still need Internet
connectivity. I'm currently an Orange PAYG phone user - is it relatively
simple to e.g. set up a contract with Orange France, or perhaps to get a
contract with Orange UK and transfer it to France in mid-contract (as I will
initially be without a landline but still in the UK?
