The battery is NOT shorted in water. Water is highly resistive (especially at 3-4 volts) and will not have damaged it in the least - definately!
Pure water is highly resistive, but stick a little impurity into it (like salt for example) and its a lot more conductive. I suppose its down to whatever is in the detergent used as to wether it formed a conductive solution and shorted out the battery or not.
If it did, it would have to have been a fairly conductive short to damage the battery by rapid discharge. Completely draining older types of rechargables to the ground by a controlled resistive short (or running the phone until its empty) would count as essential battery maintainance and prolong its useful life.
Personally I'd take it apart as much as possible, dry off any liquid found, clean it with some electrical cleaner (isopropyl alcohol) and let it dry. I'd charge it carefully (on a heatproof surface and not left alone) for a few times to be properly careful.
