Vodafone data card advice

I have on it's merry way to me, a Vodafone 3g Data card. There is no
sim with it.

I want 3G data capability if poss.

Is the Data Card locked to Vodafone as a mobile phone would be? I have
read that it is not? Is this true?

What options are available from Vodafone, Orange, O2, T-Mobile?

Any help would be most welcome.
