Redcare + ADSL

I visited some premises yesterday where there was a newly installed
line that really is for ADSL use only, use of the PSTN side is
discouraged even for incoming calls.

Redcare is in use on this line, this should not have happened as the
line is managed by a third party, not the customer.
It appears to have all but killed the ADSL, it briefly syncs every
minute or so then drops again.
I didn't want to disturb the Redcare but I had a peep inside the boxes
and the connection has been made to the A&B screw terminals on the
network side of the NTE5 in parallel with the incoming pair which
enters from the rear of the NTE5 and so cannot be seen in the picture.
I know Redcare can co-exist with ADSL these days, but what filtering
arrangements should have been used, a faceplate filter, or one in the
junction box? Neither were present.
Also the staff at the site seemed to think that the alarm engineer
fitted the Redcare junction box, is it more likely that Openreach
fitted it first as the demarcation point?
This line was a line shift from a nearby premises so there was no time
that it wasn't on the system as an ADSL line.
