I expect most ISPs have some clause which says they are allowed to pass on
such fees as they pay, plus any administrative costs for doing so, and the
end user implicitly allows the charging of BT fees 'by the back door' such
that if BT changes the goal posts, the ISP passes on the fee(s), or higher
fees, if necessary, and now and again, act transparently and reduce fees a
user pays if the ISP has a lesser amount to pay BT.

I expect one of us in the legal profession will be along shortly but in the meantime...

I don't recall seeing any news of anyone doing this so far but I could be wrong.
