Hi, I'm thinking of moving to ADSL24, perhaps on the Office-45
package. I can see that they do free migrations, but I would be taking
their service on a different phone line. Do they make a charge for new
activations? What if I have ADSL already, in the same location, but on
a different line. Can I switch lines without paying a start-up fee?

Thanks for any advice.

I wouldn't advise moving to ADSL24.

They are sellers of Entanet, you should check Forums etc. for reports on their performance.
