The filter will have the replacement ring capacitor circuit although

Can you point me to where it says a filter has to provide a ring signal?
Nowithstanding many do, AFAIR it's not actually a requirement. Most
modern phones don't need the bell wire, it's really a legacy thing -
pretty much like the PSTN itself.
The point is that most (all) filters will have the filter so suggesting that it will make no difference to the OP original problem is incorrect.
If the OP places a plug in 'ADSL filter' on his extension and the phone again rings he can judge for himself the quality of the answers he is getting.
