Exactly. There is nothing stopping any ISP (Virgin included) from offering the BBC streams, provided they "talk" to the BBC via multicast.

They don't even need to do that.. its easy to convert an IP stream into a multicast stream.. I used to do it for the demos I did.
BBC technology showed me how once when they leant us £1M worth of kit for a demo. It was easy to find lots of kit that did the job once I knew what I was looking for. I even discovered some of the kit we made could do it . 8-)

Once that stream enters their network, it makes no difference to the end user whether it continues to be multicast all the way to the cab/exchange or is split up into a stream for each viewer. ...
