I have a broadband, always-on internet connection, through Outlook Express

Does your router have a log? What does it say about such incidents?
Is the ethernet (LAN?) light on the router still lit at these times of
failure?
If you dp start > run > cmd you will start a command line session.
What does it say if you do ipconfig/all
If it's interesting and you want to save the result to a file do:
cd [directory you want]
ipconfig/all>log.txt
Close the command line session with exit.
You can open the log.txt with (say) notepad then cut/paste text.
