Well that is a bit clearer.

A forum _can_ be a newsgroup but a newsgroup is not 'de facto' a forum.

It's not a bit clearer, it's crystal clear. The proposed addition quite clearly states a newsgroup is a forum. The word *can* doesn't appear in the definition at all, it says it *is*.
