Personally, I think Pipex have done Pete (my mate) a favour!
He wouldn't want to go back to Pipex if they paid him!!

He was going to move when his 12 month contract was up anyway, and
presumably he'd pay a setup fee with his new ISP

No. Not usually if he has a MAC. MACs have to be issued with a week ? IIRC >now
btw.

Do the new rules preclude an ISP from charging a setup fee then if
they migrate from another provider?

Any company can charge what it damn well feels like ! If it's uncompetritive I
doubt they'll have many customers though. I'm not aware of any decent ISP not
accepting transfer with MACs at nil cost though.

Are Pipex abiding to these new rules too?

AIUI they have no choice !

I know they should.. but given they can't do anything else right, I'd
be suprised to see Pipex managing to dole out MACs within a week!!

In which case you can apply for a penalty !

He should complain unless he's willing to pay up to £47 for reactivation.

Yes. he should complain I agree.
I wondering whether it's worth the agro with Pipex... he told me
yesterday he was "sick to the back teeth of them.."

£47 is better in his pocket than an ISP's.

That's my point.

Be is £14 for up to 24Mbps btw (inc 4GB) if his local exchange is enabled for them
and the connection fee is only £24.
