Upload problems

For about the last week I have been having problems uploading stuff, I'm
talking about the likes of uploading pictures to Google web albums, or
trying to order prints online from various companies. Anything I try to
upload gets to about 40 - 50% and stops. I have worked on this for hours
and I can find no problems on my machine. I'm with Talk Talk and I was
wondering if maybe they could be restricting me, I have up and downloaded a
lot this last couple of weeks. Would they restrict me if I was near their
40Gb limit?
