The router *is* needed all the time. Other devices use
it, not just the computers. Besides, some devices
misbehave quite badly if continually switched on and
off.
All that shows is that some devices are broken.
And some components fail early due to being heated up to working
temperature, cooling down again and then heating up again over and over.
That would be poor design or implementation then.
