They already have a freesat system, all they want to do is have the
card changed from the Welsh region to the West Midland region, and to
repeat myself, they phoned the number on the card only to have a
recorded announcement tell them that FTV cards are not available
anymore and then it cut them off, no option to talk to a chicken.
Jeezzzee why don't people read what is written.
No wonder $KY can monopolise with the subscribing sheep we have in
this country.

You are unlikely to receive assistance, if you insult the people who
were trying to help you. Did you read my previous reply?
Nowadays, the FTV service is called "Freesat from Sky". Full details of
how to order "Freesat from Sky" (including the telephone number 0870 240
5651) are on the Sky website at http://www.freesatfromsky.com/.
If that number doesn't work, your friend could try Sky Customer Service
on 0870 2404040 (or the cheaper alternative, 01506 831781)
There are various types of "FTV" cards in circulation. Your friend may
have an old one (or a former BBC card). An old card may work - but if
Sky did not issue the card, they will not offer customer support.
Your friend "phoned the number on the card only to have a recorded
announcement ..." That probably indicates that the number on the card
has been discontinued - or the organisation that issued the card does
not do so anymore. Depending upon the type and age of your friend's
card, Sky may (or may not) be able or willing to change the regional
coding.
If the regional coding on the existing card cannot be changed, your
friend could pay £20 to obtain a replacement Freesat card.
Sky promote Freesat - because they receive an up-front payment for the
card - and it provides an opportunity for them to upgrade the card to a
subscription package at a later date.
Sky DEFINITELY sell Freesat. A Sky receiver + installation + Freesat
card costs £150 - as a complete package - OR the card costs £20 as a
stand alone purchase. Your friend will not need to pay for the receiver
or installation.
