They already have a freesat system, all they want to do is have the card changed from the Welsh region to the West Midland region, and to repeat myself, they phoned the number on the card only to have a recorded announcement tell them that FTV cards are not available anymore and then it cut them off, no option to talk to a chicken.

Have you actually checked out the URL given above?
Try calling the pnone number on the website, rather than the one on the old card. Order, for GBP 20, a new card for the box.
