HI all,
my explosive licence runs out in about a months time, so I am about to
renew it.
What about your Registered Store?.
Here in West Mercia, the COER and Reg Store runs in tandem now, as they
are both controlled by West Mercia Police. Mine were both re-issued in
December when only my COER3 ran out(Reg store still had 9 months to
run), and they last for 3 years and both expire at the same time now.
Total cost was £90 for the 3 year licence.
after phoning the police I was told certain engines now do not need a
licence, hinting at low-medium power aerotechs?
The Explosive liaison officer for the West Mercia Police "Christopher
Himsworth" thinks that the BP is more important than AP.
He said the BP should be stored in 18mm Plywood box (Intumescent seal
optional) and the AP is fine in the old style wood-lined Ammo box, but
it would be fine also to store AP and BP together (as long as they were
separated by at least 6mm plywood sections).
I created 3 18mm plywood boxes....
One to store my BP separate at home (BP is stored in 9 x 125g plastic
containers, separated by at 18mm plywood sections). Fitted with
Intumescent seal. I did it for 125g plastic containers so I can carry
around a suitable small quantity in my "carry to launch" box below. This
is my idea and not a recommendation from West Mercia Police, but they
liked the idea.
One (small "carry to launch") to carry 1 x 125g plastic container, which
will be carried within the larger box below. Fitted with Intumescent seal
One (large) to store all my AP, Estes BP motors, BP("carry to launch")
igniters and casings, each separated by 18mm plywood sections.
NB, West Midlands Police want BP and AP to be in separate boxes completely.
I used 18mm separations as I had brought a large 18mm plywood *** and
did not fancy buying a *** of 6mm plywood, therefore they exceed the
current MSER specification....
The UN numbers I have listed on COER3 (even though some of these are
exempt, West Mercia wanted them on the COER).
UN0027 - Black Powder
UN0028 - Black Powder
UN0276 - Rocket Motors
UN0275 - Rocket Motors
UN0349 - Rocket Motors
UN0351 - Rocket Motors
UN0160 - Rocket Motors
UN0432 - Rocket Motors
UN0454 (Igniters)
The UN0275 and UN0276 are the primary exempt ones, these being Odd
Aerotechs and the current entire Congreve reloads range and UN0432 being
Estes BP motors.
NB, as a side note, one of our Club Members has to have a 18mm plywood
box to carry a 35mm Film canister of BP, so it seems any quantity of
loose BP requires an 18mm plywood box.
He also said I have to list all the motors and makes I want to use?
My UN list above covers Aerotech, ProXX, Congeve and Estes plus
igniters. AFAIK I have only missed off UN0186 which would of been nice!
Lastly I now have to get a 18mm ply box to store them in. anyone know
of a suitable box and where to get one from.
I made mine to my own designs , but the mfr of my BP also makes them
http://www.black-powder.co.uk/bp.htm but a bit expensive.
I am sure many others will know of where others are made, or look at
Shooting clubs for more info.
This is just my own views based on conversations and site visits from
West Mercia last year between October and December 2005. Other Police
Constabularies will vary with their own interpretations of the MSER.
Hope this helps
