Can't I just delete all the cookies? That's what I do periodically.
Finally, you might want to look at Adaware, or similar. You can, over
time, build up quite a list of naughty cookies and these can affect boot
up. AdAware will identify them and then you can delete them all. That
made a huge difference to my father's PC.
