I'm not sure they do. D-Sat/Sky is not seen as a public service transmission platform, unlike analogue and digital terrestrial.

Anyway, Ofcom are (to be fair) a bloody useless business enterprise organisation, they couldn't give a monkey's about broadcasting as a 'service'.
