the percentage of deaf people who can't read actually is?

I think it depends on whether they could hear normally and became deaf, or
were born deaf. If the latter, the signing is probably their preferred
method of receiving information.

Although people 'born deaf' still learn to lip read and understand sign-language, I don't know, is it a lot harder to teach them to read?
