The dvb-t stream is mpeg2 which is compatible with the mp3
specification.
DVB-T uses MPEG-1/2 Layer 2 (AKA MP2) for audio.
His app probably just names the stream mp3 instead of
mp2.
I've just renamed an MP2 file to MP3 and it still plays in Winamp and
foobar2000, and they identify it as using MP2 rather than MP3, but MP2 files
renamed to MP3 won't play in virtually any MP3 players or the vast majority
of car stereos with MP3 playback.
