As well as the refresh rate (on both graphics card and TV if it lets
you), experiment with the monitor size settings on the video output.
Optimal size for a CRT is fairly low (768 pixels wide rings a bell
in my mind for a 4:3 ratio TV). You'll find that the ideal setting
will have the corners/edges of the computer image hidden, this is
normal. But ultimately, composite output is pretty crummy, and you'll
never
get that good a picture.
You might get something acceptable with a £20-odd graphics card
giving S-Video output.

I have just looked at my graphics card and it does actually have a
S-Video port.

However, something tells me this is for input i.e. recording video
camera to mpeg files.

How can I confirm this?

Easy way is to connect S-Video lead from computer to TV and see what
happens.
I've never known a bit of video kit fail due to connecting two "inputs" or
two "outputs" together.

However, I think its far more likely to be an S-Video output. If it were a
capture card it would say so.

I have opened ATI Control Center software but it doesn't give any
clues as to whether its input or output.

I bought the card back in 2004 and its called Sapphire ATI Radeon
7000 AGP 64MB VGA TV-Out Retail Box.

I have tried to find stuff on google but all the search results are
about a revised version which has DVI etc.

I think its a VGA and TV and S-video output card.
Because that's the simplest explanation; video capture requires additional
bits on the board and its software.
