Actually, I included BBC Radio Scotland/Wales/etc twice, when there's
actually only one station in each country and there isn't a BBC Radio
England, so there's an extra 128 kbps for Scotland/Wales/N Ireland and an
extra 256 kbps in England. It's not a big deal, but it'd allow BBC1 to keep
its current 5.0 Mbps bit rate in England and only be reduced to 4.9 Mbps in
Scotland/Wales/N Ireland.
