Ofcom has given a presentation for analysts that they've streamed
on t'net, and about 25 minutes of it (starting at about 40-45
minutes into the presentation) is about Digital Dividend Review
and the DTT spectrum and so forth, and they said that by using
DVB-T2, statistical multiplexing (they called that a new
technology, not sure why), "mode change" (i.e. the use of 8K) and
MPEG-4 video they think that they'll be able to fit 4 HD channels
onto existing DTT multiplexes and they'll be "universally
available" (I think they used those words).

ON WHAT?
The current SD TV channels, radio stations and data services will continue
broadcasting as they are. The 4 HD channels Ofcom says they can fit on DTT
will consume some of the large amount of extra capacity that Freeview will
get post-switchover:
* the 16-QAM multiplexes will change to 64-QAM
* DVB-T2 will provide an additional 30% of capacity without requiring a
change of aerial

how will current STBs become obsolete?
Because the only way to fit in 4 HD channels into the existing
multiplexes and be able to keep about a quarter of the existing
Freeview channels is to broadcast the whole lot in MPEG-4, probably
at very low bit-rates.

You were referring to the BBC misleading viewers about Freeview, not the

The broadcasting regulator itself has completely
mislead the entire pubic from the start.

Yes it has. MPEG-2 STB's will be obsolete at Digital Switchover and
everyone will have to replace all their existing boxes and PVRs with
MPEG-4 boxes and PVRs.
All the existing MPEG-2 TV channels will continue broadcasting, and people
who want to watch the HDTV channels will be able to buy an MPEG-4 STB, which
will be backwardly compatible with MPEG-2.
MPEG-2 STBs will only be made obsolete once virtually everybody is using
MPEG-4 boxes. And by that time I'd hope that DTT would just be switched off
anyway, because the Internet will make it look like a seriously antiquated
system, because by that time we'll probably all have 100 Mbps connections
and will be streaming 1080p or possibly 2160p or whatever HD channels over
the net.
