Ofcom has given a presentation for analysts that they've streamed on t'net, and about 25 minutes of it (starting at about 40-45 minutes into the presentation) is about Digital Dividend Review and the DTT spectrum and so forth, and they said that by using DVB-T2, statistical multiplexing (they called that a new technology, not sure why), "mode change" (i.e. the use of 8K) and MPEG-4 video they think that they'll be able to fit 4 HD channels onto existing DTT multiplexes and they'll be "universally available" (I think they used those words).
Yer, and that means all the current STBs will be obsolete, all the current DTT tuners will be obsolete and there will be no room for all the existing DTT channles. Talk about the BBC and ITV miseladeing their viewers. The broadcasting regulator itself has completely mislead the entire pubic from the start.

Also, channel 36 will be available for mobile TV use nationally by 2009.
