It sounds like putting the aerial at the top of the pole and spinning
it around slowly with an appropriate meter attached is the best way to
go.
Failing that, an STB which you re-scan for each direction and then
tweak aerial position looking at error rates.
We used to have the opposite problem in a maisonette in Essex. We
could get a couple of transmitters that Wolfbane doesn't show (unless
you put the Antenna height to 100m, which is a bit optimistic for a 3
story building!). The only way to find out what you can really receive
is to get an aerial up there.
