I suppose what you have highlighted is a failing in client software...
In reality it would actualy not be difficult to allow exactly what you want, without breaking anything, with a small rejig of a news client.
If one added a facility to configure a news client with web server access / upload details, you could then have a facility where you could draw or attach an image file to your posting. The software would automatically scale it (if required), name it, upload it to the webspace and drop the resulting url into the post. So from a senders point of view there is no farting about preparing and uploading the images etc - it becomes a natural process like adding an attachment to the message. For the vast majority of readers, they simply click the link if it is of interest to them.
