You'll obviously be susceptible to RFI if field strength is low.

Were the streetlights involved in the roadworks? I have only known
streetlighting cause this sort of problem on one occasion. It turned out
that one of the sodium lights was faulty. I don't know in what way it was
faulty, except that it seemed a bit flickery and it was sending out RF all
the way across the UHF band. The effect on analogue was to place faint thin
broken horizontal white lines across the picture, with the body of the lines
moving slowly up or down. The effect on digital was worsened BER, causing
drop-out.

Oh, and once I had a problem with a garage forecourt light but that was
obviously faulty, since it emitted very little light but a massive amount of
RF!

Wildly varying 'quality' readings are often the result of impulse
interference. Mind you the same can sometimes be said about other apparently
constant interference types, such as co-channel.
