Yes, ITV News as seen on D-Sat and DTT is 14P16, that's the 4:3 image (as seen on analogue) zoomed to almost fill the screen, with smallish black side bars.
The Beeb do the same trick with their remaining 'steam powered' English regional news programmes (Southampton, Bristol, Plymouth, Cambridge, Madchester, Newcastle, Jersey, Oxford) and all BBC news footage shot as 4:3 is presented the same way.
*Channel Television have 4:3 on digital
News is yes, 16:9 produced programmes are presented by them on D-Sat as 14:9 letterbox
and I think UTV is 16:9
Last time I looked it was 14P16 for ITN, full 16:9 for local news.
