Rather too simple a view. Some programmes on R4 have historically been
made by 'amateurs' - the obvious one being 'On Your Farm' where a
journalist with possibly no technical training does the interviews, etc,
on his own. It would be a sad day if the need for 'perfect' technical
quality prevented the making of such progs, as they simply wouldn't be
viable cost wise.
But wouldn't that sort of content come under the exceptions that have always been in place of news and current affairs etc. Studio or location programmes, like R4s "In Our Time" or BBC1s Changing Rooms for example, _should_ have audio that complies.
