Sounds like an ideal case for Trading Standards to pursue under the Trade
Descriptions Act.
However I suspect that complaints from the public are very few and far
between, and in these days of very tight budgets most TS would baulk at the
cost of the number of products they would need to buy for a fair sample.
They will probably continue to get away with it because it's not in the
public interest to spend thousands of pounds of taxpayers money chasing
them. There are far more serious fish to fry.
