That's correct. Basically, what I was wondering about was...
a) Whether this sort of alternating system would work better (or worse) than a non-alternating (but yet not interlaced, either) 312 or 313 line system on domestic tv sets (taking in consideration that whichever way you implement it, it's still a non-standard signal)
and
b) Whether some devices, such as home computers of the 1980s, have been known to use an alternating system instead of a "straight" 312-line or a 313-line system.
In considering what sort of scanning system would look best, you
have to take into account what the system is to be used for.
But of course. (That's precisely why the Amiga, for instance, had both interlaced and non-interlaced video modes available to the user.)

I wonder which method the Teletext decoder chips might use. Many of them don't seem to use an interlaced video mode for their normal operation - i.e. there is no 25 Hz vertical jitter when you're reading the pages - unless the decoder is switched into a "MIX" mode where the video is shown on the background.
