I'm not quite sure why you think 2.4 GHz should be absorbed by water
any more or less than another frequency (or why mobiles wouldn't use
this band but WiFi would). The reason that many (not all) microwave
ovens use this band is that it's license exempt! The reason that
mobile phones don't is that they radiate more power than is allowed
without license. Ironically, one of the reasons DECT phones have their
own band is to protect them, since DECT signals are so weak! ;-)
