If they are doing this it'll be via satellite (dunno about cable, and it
won't be on Freeview).

I've not seen any PC cards that would support this yet, because they'd
need to support DVB-S2 and have an H.264/AVC video decoder in them, and
all current digital satellite PC cards I've seen only support DVB-S and
have an MPEG-2 video decoder.
