I'm surprised you find that with some radio channels on DTTV. Some appear
to peak to 0dBFS. Including R1 - although not R3&4.

Yes. I've added an amp to my Sony DTTV box to make it match analogue or
NICAM off air through my set. But strangely, none of the (3) other DTTV
boxes I've got are low level.
It seems to be down to how the line up is implemented. Pro digital levels
allow approx 10dB of headroom *above* peak. Analogue or NICAM - who knows,
but nothing like that. Of course, outside the pro field, peak lights will
be flashing on any system. 'Twas ever thus.
There was a channel on DTTV transmitting tone and bars earlier tonight, so
I got a chance to look at the level in the workshop on a decent test set.
And the level I'd set from the Sony plus amp by expecting TV progs to peak
to maximum and ads to 4 dB less proved to be within 0.5 dB.
